Yes. if the plot calls for it, and its done out of necessity, then yes, the LT is ultimately behind it. Jynocidus will have to comment on whether I read his manifesto right.

While CAS was the definition of of plot. CAS can never be beat as long there's a story out there for him to draw power from.
