Yeah, I can kinda see how magic can't be considered powers - any more so than tech can be considered powers.

Unless of course, you have a natural affinity to it, like the Homo Magi or somesuch.

any human in marvel and dc can learn magic it just depends to what extent. Do the proper rituals, invoke the proper gods/deities/entities and shazam you has magical powers.

Also for people w/out powers. Can they be people who have powers but are unable to use them for the purposes of this fight? Also are we counting natural traits of a race.... if racial abilities are discounted then pretty much any alien gets discounted otherwise I could say Superman as for him they aren't so much powers as much as natural abilities of his people or Braniac's intelligence.

Yeah, I think he essentially means tech people, prep-masters, MAs (with no chi-amping?), that kinda thing. Aliens would be discounted, I think - unless he's gone the simple way, and just sees powers as increased strength/speed/energy projection...

Otherwise, GL is a guy with a powerful piece of tech.

Reed doesn't need any of his power to beat the shit out of Tony. Heck, he made a way better battle suit that Tony, all by himself (Anti-Galactus Suit)

I know he was smart before the accident, but I thought afterwards he became a supergod thanks to it.
