With his team (not that powerful when you compare to some teams of Avengers), he fought shit that would make the said Avengers teams blush.
He made sure that his team can't be defeated, by boning Sue and get Franklin has a son.

None of this translates into leadership qualities. Certainly nothing that would rank him higher that Captain America (whom Reed will gladly take point from). Reed is a good leader, but he sure as hell doesn't inspire as many people as Cap does.
F4's been defeated numerous times, even post Franklin.

He's led tons of teams, the government, his various companies, SHIELD, etc.
He's not the inspiring figure that Captain America is, but to deny that the man can lead a team is ridiculous. Especially when in your original post you used Pym as a leader. 😬
