In the city of gotham the chaos bane reigns you/he/she has made to close every access to the exits, the government he/she sends a group of mercenaries to stop bane and its allies who it will win this battle?

Not only are you unleashing the JOKER and Scarecrow, but you have Bane, who was trained by the League of Shadows. Does Scarecrow have his sprayer? I mean, the Joker needs nothing to create chaos on mass scales.
