Kurama from which arc? End of series Kurama wins. If it's Kurama from the tournament, I'd say Piccolo would win in a straight fight, although Kurama has a number of exotic abilities that might work.

Nine tails implies this is Naruto Kurama, aka the 9 tailed demon fox, not YYH Kurama.
