War Hulk couldn't amp, The Celestial Tech regulated his powers so that he was constantly at a set output.

Nul was not very impressive, not to GreenScar levels.

Every Hulk here has variable, increasing strength so it's a tough call. I'm going with nul and War though.

Team two, War Hulk with celestial tech should be > the other Hulks. War Hulk > Nul > Maestro > WWH. That's how it should be. Exchange Maestro and WWH and you should have the current view.

Based on feats it could easily be argued that he isn't, nor is War capable of doing anything that a regular Hulk without the attachments could not do.
