Because it is not a case of pure power vs power . She has an unknown connection(as confirmed by Tony's field data) to the the Phoenix Force , and in each of those instances(when she faced off against a P5 member) her hex fields were spiked up in a synchronous manner with the Phoenix energy of her opponent(s) .

There's an inverse correlation between how effective she is against them and how big the piece of Phoenix inhabiting her opponent is . She was most effective against hosts with 1/5th pf the power , against a host with a greater fraction(Scott with 1/2 ) of the Phoenix , she became less effective to the point that Scott almost no-sold her .

Also , the only PF-host she truly took down was Namor , and it took nearly everything in her as after the fight she collapsed , unconscious .

Again not true in the slightest . They viewed her as a threat because of what she did to the mutant race , and the surprise they expressed when she displayed the ability to hurt them indicates that with their newfound Phoenix power , they didn't initially view her as a threat to themselves .

As Tony's data revealed , her ability to affect the P5 members was a result of some unknown connection(which'll likely end up being revealed as the "Life-Force is the Phoenix Force" in subsequent issues) to the Phoenix Force . And as pointed out in my previous post , the greater the Phoenix power becomes in her opponents , the less effective Wanda is against them in combat , as proven on-panel in the battle against Scott in Kun Lun .

Strange is a pretty tricky comparison , because from what I have heard , in Defenders he was pretty uber , but Big Events like AVX and Fear Itself seem to have gimped him down somewhat .

So , she's likely in his range , depending on which of his recent appearances you take into account .

As far as Fate is concerned , I am not aware of what his recent versions have done , so I can't comment .
