Well, skyfathers certainly cannot, on a consistent basis. Galactus can't either, unless he's extremely well fed.

I'd say the top Celestials, such as Arishem, Tiamut and Exitar, could do it.

Skyfathers have destroyed galaxies fighting.

Galactus has destroyed a galaxy while not being well fed.

Thor and BRB also smashed Surtur's dimensional portal which was calculated at like 150 times a supernova
