I don't think it even matters, Ghost Rider penance can effect you has long as you hurt someone. He did it to strange I think.

Yes, he even took blows from WW Hulk without much damage being done to him. And only backed off because Hulk was innocent.

Physically superior to the Ghost Rider Dante is not. He's torn down sky scrapers with a swing of his chain. Not even a thing.

Hell Fire, this is nasty, it's injured the Hulk in the past and one shotted beings more powerful than Dante. I'm not sure if Zarathos was involved there, though. Penance stare might not work, but it has worked in some pretty ridiculous situations before.

Also with the Hellfire its a product of God's rage.
