Cell himself said he was made 'more' perfect after he went kamikaze. Cell himself said he gained a 'massive' powerup. Cell himself said he no longer needed the androids to retain said form. Call him what you will, but Cell was definitely more powerful after the kamikaze attack, then he was before it.

DD punches 18 clean out of Perfect Cell, reverting him down to the vastly inferior Imperfect Cell, then proceeds to beat the holy shit out of him (think of it like Bruce vs. Gecko.) Ultra Perfect Cell is a different animal entirely, though.
