Okay. Even without time manipulation (which I do think is viable, but anyway), Doctor has plenty of things that make him formidable.Impressive telepathic power.
The Sonic Screwdriver (standard equipment, and able to mess with any amount of tech).
The ability to make MacGyver look like a caveman, building insanely advanced objects out of household items.

Doom obviously has more feats, so should win. I just think the Doctor wouldn't be a push over. Especially in any sort of tech-war.
The main problem with the Doctor is that he's written in a very "Star Trek" kind of way. He could wipe out his enemies viciously if he wanted to. This is a guy that was so feared, that the mere mention of his name made beings that had lived since the dawn of the universe, back off. He's committed genocide at least once, and his body count is higher than that of most vilalins. Yet they want to make him a protagonist that people will like, so he uses his intellect and "out-thinks" his enemies most of the time.
While I'd love to see a comic written with them facing off, Doom has the superior feats, and would win. [/B]
