The crazy thing is, were those Surfers/Thors even real? According to the scan : They are just "creatures of the mind" and "aspects of consciousness". The Scrier and the Other were known for their mind games.

^Scrier told Rachel that she was a random thought form given life or something to that effect. Doesn't mean that she was just a part of a mind game.
The creation of those creatures was far more likely quasi-reality warping rather than mere mental projections.
