slight variations of the same thing don't count, and some of those are not CIS, but rather character breaking. surfer wouldn't do that stuff even when he's in herald mode. CIS just means he doesn't "forget" he has the capability do do something, kinda like if batman had lobo's power he'd still be batman, a more formidable batman but he still won't shoot anyone
