His powers fluctuate greatly every subsequent rebirth, and more often then not he ends up at the Get Beat by Batman level, then he does at the Fight Superman Competitively level.
I think we have a term for that, unless you want to elevate Batman up closer to herald level.
I suppose if we toss away all his encounters with the JSA, JLA, Superman, Green Lantern[s], Swamp Thing, or taking on the Marvel family and Stars and Stripe at once .. . and only remember the time he was beaten by Green Arrow and another by Batman, then what you said might have some merit. But they go against his history. Even if you have another example I'm failing to remember, these low showings don't even add up to a fraction of the individual times he's taking on Alan Scott, let alone other herald levelers and teams.
It's however far more likely that Green Arrow just had an amazing showing, and that's just the type of stuff Batman randomly does in comics.
