It's definitely possible that WR could win.
-He can control time to his whim.
-Can summon an infinite army of himself(s) from the time stream.
-Can channel/manipulate almost limitless amounts of energy.
The main problem is that Waverider never really displayed much in the way of offensive attacks. Takion did.
