Well he did blitz gamma and cutting Yamamoto in half is a big feat considering he tanked a city buster. He also took a getsuga tensho like it was nothing and smacked ichigo around. And he beat up tier harribel.

Karakura town is already a very large town and the explosion was going destroy an area many times it's size so it was a city buster.
