And it wouldn't be too difficult, either.

Hood would have problems with Luke Cage with prep, let alone Doom.

Robbins was basically a complete jackass who happened to be in the right place at the right time throughout the majority of his career.

Even amped, him going into a prep war against Doom is basically suicide.

Problem with that list is....all those mages, scientists and energy manipulators pale against what Doom himself is capable of, or has faced. Strong men? Doom went up against an angry Hulk and owned him.

There's few people on Earth that can rival Doom in a prep war, and despite the impressive resources, I don't think Hood is one of them.

And hell, if Doom wanted to, he could easily coerce most of Hood's lackeys to leave Hood or join up with him. Or just swam them with Mindless Ones, Doombots, drones, other hired villains, etc.
