No I don't think he could do a mass takeover of the technarchy. Tyro took over an individual sire by allowing himself to be ingested. A strategy I doubt Henshaw wants to duplicate a few million or billion times.

Or if he could somehow beat or subjugate Magus, I think he'd possible become the ruler of the technarchy like that.
