There are quite a few GL's (rookie and obscure) who have feats. Not as much as the mainstream ones, of course, but they have them.

Nah. Even if they're obscure (Rot Lop Fan etc), if they're named, they can't be used. Because if the writers took the trouble to give them characters, then the writers would give them actual feats.

No name lanterns, no feats - although we can assume they can do things like a 300 mile thick wall, but that's it.
