IMHO, HELL NO. Scathan was so far beyond any Celestial that he stopped a being, the Protege, that was above the LT himself.

Scathan would sneeze and wipe these three from Creation.

Scathan, muzzled and restrained (even after the muzzle was off), a guy that had the cosmic Trinity shitting in it's pants. And after the judgement was passed, the court looked to Scathan and he approved.

Scathan is on a whole other level, beyond the the Living Tribunal and the Protege.
