When Tyrant had Bill, Surfer, Gladiator and company hooked up to his machines he said that the Surfer was the most powerful of the bunch. Bill has the tools to win but not for a majority.

It's obvious Surfer is the most powerful here...imo he is the most powerful Herald "but" using that showing doesn't mean anything because everyone there was weakened due to Tyrant leaching off of their power. In Annihilators, Bill was amazed at Gladiator powers more so than the other Annihilators but I still wouldn't say Gladiator > Surfer.

That was because they didn't want to fight her cause nowhere would have been destroyed.
Ikon also said she was the least powerful there.

In this battle they are all willing to hurt each other to win this.

But, I wouldn't hang a lot of weight on the Surfer BRB fight result.

Statements means little in the battle. I can also cite bill beating the shit out of B&T Thor who was beating the shit out of surfer and knocked him out two times in the same comic and had him running for the hills even with the aid of warlock just a few months after Heralds Ordeal. The thing would be that you only have statements while I have actual combat feats. Its 5/10 between bill and surfer.

Its a out of continuity book which was stated in the first issue of the comic. Its basically like tiny titans aimed at young fans who don't know much about marvel universe.
