Who wins and why?

Unlike Homer, Peter can both take insane amounts of punishment and actually throw a punch without exhausting himself. So Peter wins imo.

Peter wins both. Just watch every chicken fight and you'll see why. Drederick Tatum is nothing compared to those two.

Peter is so much more exaggerated. He wins.

Peter can turn in to the Hulk and survive having the top of his head cut off. He wins.

Now, as to who's funnier, that's a different match...

Homer had an episode revolving around him being able to take cannon balls to the chest. Homer has surprisingly good damage soak, iirc he also beat Boxers by literally letting them beat him up until they were to the point of exhaustion.

That said, Peter does too much toon-y goofy shit for Homer to really compete against.
