If WBH isn't completely out of control, he can thunderclap, stomp the ground, etc and win.

WBH is pretty much never not out of control.

Creel doesn't have to be "Unbeatable" in order to beat WBH.

Creel usually loses because he is not very smart. In most of his appearances it is not his power that fails him but his intellect.

There was an AU or What-If where Creel wasn't so dumb. He absorbed all of Asgard and became nearly unstoppable.

A Creed that didn't have an IQ sub-80 would be an extreme threat.

There is also the Alex Ross Marvel series where Creel killed the Avengers.

Creel is one of those potential big bads who could be arc villains who the good guys barely manage to defeat after hard fought battles(many losses), and some ingenuity combined with a "If we lose, everone loses" attitude.

But something holds him back. With Creel, most times it's his intelligence.

With Graviton, it's that he's easily manipulated because of events prior to getting his powers.

Give Creel a brain in a comic run and watch how he wrecks everyone. Kinda like Fear Itself.

Hulk crushes him.
