Yeah, considering he took on Steel, Supergirl, Superboy and Eradicator at the same time. Fought Superman while Hank was weakened by K and Superman was as good as new. He also stalemated Silver Surfer in a CANON crossover,

Green Lantern 13 Hal Jordan hits Henshaw with a blast as hot as the sun.

Survived a galaxy busting attack in SCW

But even if Bill could damage him, he'd regenerate in seconds, Bill can't put him down, Hank on the other hand could put Bill down

Hank would decimate Bill in round 2 even without rings, take control of his body and make him fly into a black hole.
