Gandalf will be hard pressed to win though, considering Victor has ample TK strength to rip away his weapons and can fling him around like a rag doll.

He has a shield that can block a ****ing Balrog's sword.

He has TK that can beat the shit out of a fellow Istari.

A shield blocking a sword, i.e. one magic against another, is not proof that he can overcome or negate TK of a completely different type.

He asked if he had a shield that can block bullets and swords.

He has a better shield.

Also, Gandalf's telekinetic feats far outstrip Victor's. His feat of knocking the entire goblin city/burrow on its ass proves that.
