You can see 2 bullet strikes in the panel after Cap blocks the 3 shots. RS is using a 6 shot revolver, last I checked a 6 shot revolver doesn't hold 8 rounds.

You get a good look at the gun in the panel where RS is shooting it, it's rather clear how many bullets it can hold and that number isn't 8.As usual, he's trolling.
