The story is actually that a gay club has opened, where patrons roleplay as either Dredd or a perp. Perp does something 'illegal,' the Dredd 'captures' them, then, well, I'm sure you've read fanfics ^^

I think it'll end up being a dream sequence that kid is having about Dredd. It simply isn't in Dredd's personality to run up and kiss anyone in public, let alone some random teenage boy that he doesn't even know.
