Again, The OP doesn't specify that. but even if it did (which it doesn't), there are a lot of wizards in HP. Who says all the wizards have to leave L.A, instead of Vold just gathering a small squadron and raiding the White House, while everyone else takes care of business on the main front.
Vold, Dumbledore, Snape, Moody, and LeStrange, just a small squadron itself, could easily raid the White House, and everyone else would be in L.A., holding down the line until Vold arrives with his newly controlled U.S. Armed Forces. to secure his kingdom. Even if LA is MOABed while the Vold Squad are in D.C , Vold controlling the POTUS= controlling LA (or the burning ash that's left of it)
Wizards win no matter what. Either the Vold Army overtake the city by brute force, or the Vold Squad overtake the White House and overtake the city via government control. Either way, Wizards can't lose here.
They are fighting for control of LA, if the Wizards leave LA they are ceding control to the US military.
IOW, the US wins.
For your squad idea, well all the Wizards in LA would die via bombing and Tom's squad would likely never even find the POTUS as he's not going to be out in the open if the US is under attack.

I see, your argument is that they will just stumble upon the one govt. higher up that knows which secure location the POTUS was sent to.
The Vold Squad will find the president. They'll mind control as many people as needed to do so, and according to you, as long as there is even one wizard in L.A, the city is still engaged in battle, so Vold can gather every wizard and mind control everyone in the Federal Government until he finds out the POTUS's location, and leave one hiding in LA until he comes back with the newly controlled US military, not doing anything to attract attention. The military aren't finding a lone wizard in a huge city.
