He's not already there and.. come on Starry, just because they're kids doesn't mean they should be incompetent. Nova would murder them all if they made such a mistake.
EDIT: Well, if Nova had anything to do with it, off-screen with Tech... There would be sensors set up around the tower that scan the area. When someone enters the proximity without one of the communicators that were redesigned by Tech, they would set off the alarm. When the alarm gets set off, a warning light would go on through the tower and send an alert to the communicators. Then, a sort of anti-personnel defense would go off. Rockets, Lasers, or maybe deployed mech soldiers.

Nah. I want to try and keep it limited. At MAXIMUM, I'd say she can be a city buster. Basically, Kill City = Her Sacrifice. I'm basing that around the idea of Raven, with how powerful Raven is. Of course, she won't display that level of power and actually can't at a whim. She's like the Hulk in that when she gets mad, she can "smash" pretty much anything that gets in her way. Like... Athena.. or.. Athena. Maybe Athena. You know, I'm just kind of thinking Nova has something against her.
Well...whatevs! I'm not sure if I posted it yet but there's three giant orbs floating above the tower, if someone was to get close a barrier will raise, green in color. The green barrier is the first phase and is just a harmless barrier that only protects, however if attacked the barrier will glow red and on touch will incinerate and mobilize a swarm of smaller orbs that will attack the intruder like little laser piranha.

Haha, I know. I just thought I would kinda mess with you about that. haermm
With that said, Nova kicked off the ground and leaped into the air over twenty feet before lashing her arms out with strong force. From her fists unleashed roaring flames that were treated like boosters before she shot off into the sky, before curving back and flying away, performing a spin at the last second to adjust her flight. After a few seconds, Nova would come back around behind Athena, tackling her onto the ground and pinning her. Nova's hands pressing Athena's shoulders to the ground, she sat over her and took a breath before letting out a small trail of drool that became like spit, lowering down near to Athena's face. She threatens to drop the saliva onto Athena's face should she not take it back.
"Take it back!" Nova would say without letting the spit release.
That's how I roll.
Athena sighs at Nova's childish behavior, however, it was what she expected. She would force the spit back into the fire brands mouth before levitating Nova off of herself, she picks herself off the floor and dusts her clothes off. "Well then, shall I have you believe you are a cod fish or my puppy...decisions." Athena says, however she sets Nova gently on her feet. "Anyways, I'm late for a meeting so I'll have to play with you later. Unlike you I have responsibilities." Athena says knowing how pompous she sounds and also how much that attitude will anger Nova.
At the sound and sight of her comeback, Nova's hands suddenly gripped tightly and caused tremendous pain to Athena's shoulders before spitting directly into Athena's mouth -- which due to sighing would keep it open. She stood up after and brushed her hands together while glancing back at Athena. "Your grade school tricks don't work on me so easily."
So, I can see from this conversation that before Nova officially rejoins the Titans, she's going to have to settle something with Athena. Apparently, due to Nova's absence, the young Justice girl forgot her place. Let me remind you where that is.. under Nova's foot.
Nova backs down and lets Athena lead, because Athena is a better leader. Nova doesn't have leadership skills, she doesn't have people skills, she doesn't have the personality aspect of being a leader. What Nova does have is greater combat experience then any of the other Titans. She can and will kick Athena's butt up and down the tower steps. She's stronger, faster and more of a strategic. Just because Athena can move things with her mind, doesn't mean she can beat Nova. I think Somebody forgot that, eh Starry? 😛
