Wolverine is not a magical being. He can't regenerate from nothing but pure adamantium or few traces of carbon. Any writer having him do such a thing is smoking crack.
Wolverine skeleton is a molecular fusion of bone and metal, this organic metal known as Adamantium Beta and carries out the same biological functions a normal skeleton would. As long as his skeleton is intact Wolverine always has a base to regenerate from.
