How the hell would that even work? Without any kind of independent flight/propulsion ability, you can be as strong as you want but you and the planet you're on will still share a center of mass, so pushing against it won't move it at all.
Superman almost knocked the moon out if it's orbit while K poisoned, but he was not flying he was standing on the moon. and yes I know a moon is not a planet.
I think Hulk could do the same if properly fueled by anger.

Superman against momentum in a shared feat with GL
Superboy Prime EASILY

I used to wonder that same question -- until I started reading Golden Age Wonder Woman.

1) Find a way to anchor would-be planet mover to a non-move-able virtually indestructible platform
2) Provide some physical means for the planet moving character to contact the planet and apply force

Also GL Kyle supported the weight of 5 planets?, He did not moved them but he kept them in place.
