Tricky question. If we go simply by feats of "opponents defeated" then Aragorn should win easily. Single handedly defeating multiple orcs and multiple Nazguls is not something Maximus has ever accomplished.
On the other hand if we based it on how well they actually moved and fought, Aragorn seems slow and ungainly compared to Maximus. Maximus looks like he should be able to dance around Aragorn. Plus there's Aragorn's fight with that big orc which kinda proves that Aragorn is vulnerable when faced with a skilled opponent. Maximus on the other hand seemed near invincible other than that poison stuff.
So Im not sure.

Maximus is too quick, has too many ways to attack. He'll be coming at Aragorn from all angles. He wins.

Overall a close fight, but Aragorn has survived far greater odds and has a measure of super-strength helping him here. He takes it, imo.
End of Fellowship, after he tells Frodo to run, he turns and faces 100+(?) Uruks. Pulls out his sword and wades single-handily into the mob hacking, spinning and slashing his way through. He fought them solo for a good 3-4mins before Gimli and Legolas came in to help.
Then there's the other two films.
That scene it was all Uruks, they were the newly created batch from Isengard.

Mark that down to "hero awe", where the hero is so badass at delivering death, the enemy is scared to use overwhelming tactics.
Similar happened in that scene with Maximus, he's facing 6 gladiators and they come at him in pairs or solo, instead of forming a circle and attacking him from multiple fronts.
