Vision should win almost every time.
Vision would be immune to all of Dracula's nastiest tricks : hypnotic stare and vampirism (ie Dracula can't turn him into a vampire).
Vision could go intangible and rip out his hard, instantly killing Dracula. If Dracula goes into mist form, Vision can use his solar beam to fry that @$$.
