He can fly to space in moments (Massively hypersonic), he can turn into a vortex that can affect miles around him, he is at least strong enough to casually toss around oil tankers, really, there is no way to win.
Even ignoring that Cap's elemental abilities at the least equal Aang's in overall power, and ignoring that Cap actually has legitimate superhuman physical attributes, there is one serious factor that means Aang has no chance: Captain Planet embodies the elements Aang wields. You can't douse water with water, you can't burn fire with fire, you can't blow away wind with wind, and while you could break rock with rock, Captain Planet would probably just absorb it.
Captain Planet would likely humor Aang, but Aang poses no threat to him.
