Completely and utterly disagree. Ultra is easily the closest thing DC has to a Doom equivalent. Top tier is the only way to describe him and here is why.
1. His ape body has been genetically modified to be in the physical league of Superman. Pre COIE he went toe to toe with E-2 Supes a few times and had the upper hand. post COIE he has beated Powergirl to a bloody pulp when mad and single handedly fought in physical battle Superman, Martian Manhunter and Guy Gardner.
2. His mental powers powers were shown to be at the peak levels of DC TPers. In early Infinity Inc he has telepathically controlled and dominated several members of Inf Inc from another dimension even though two of them had known TP resistance. He was also shown to be the telepathic equal to Brainwave Snr ( the same Brainwave who on debut before his powers fully matured telepathically pushed Spectre to go elsewhere for another perceived threat while implanting a suggested command in the rest of the JSA ( All Star Squadron 19). He also bested in TP battle MM, Hector Hammond, Gorilla Grodd and others and has telepathically controlled most of the worlds powerhouses at the same time. This was achieved because he developed devices to amp his TP or simply shut down a brain.
3. Prep
With Prep Ultra has soloed the combined JSA and Infinity inc.
He has altered the cosmic balance so that all heroes on his Earth no longer existed
He has usurped the power of reality warpers ( 5th Dimensional Imps)
He has given super powers to ordinary humans. In All Star Squadron with his war on America he careated a few Super powered minion. One was Deathbolt a character who could generate limitelss electricity.. Amazing man who could alter his molecular Straucture, Cyclotron who had full control over atoms and could cause atomic blasts, restructure matter and fly etc, plus a Thor like Character.
He has acquired artifacts of power like the power stone and Hammer of Thor ( the former is actually how he gained his mental powers having absorbed it's power into his mind). Plus only just been stopped from acquiring the Helm of Nabu three times as I recall.
He has time manipulated an orchestrated many events to go just the way he wanted. His plans have almost brought down the combined JLA and JSA several times and he has been absolute ruler of Earth at least twice.
4. His inventions
in the 40's/50's
Robot's capable of fighting Superman
Death rays
Force fields
Tekleporters
time machines
devices that control magma and volcanoes ( both active and inactive)
perfected brain transplants
developed deadly viruses that could wipe out most of Earths population
If you start adding in his inventions since he would be like adding Stark, Pym, and Hank ( Beast ) together. He may not be Reed or Doom but he's not far off. he makes Luthor look like an idiot.
The only reason he's lost each time has been because either
a) Some villain or sap that he was using that he thought he had complete control over turned on him ( in some cases even though the control was due to threats on their closest ones or promises to save them from some medical ailment that only he had developed the cure to)
b) He was defeated because some street level hero he thought to insignificant to be a threat undermined his plan with some massive plot twist.
