The general tried to kill his own nephew right in front of him. This is after he tried killing the moon spirit and his previous assassination attempt had failed. I think he might kill but it's in his nature not to do so. He isn't even half as ruthless as a deatheater even if you try to kill his own nephew.
There are armies but with regards to the actual number of actual benders it's far less than the wizards we see in combat. All of which can use a wand and magic unlike the people from this world.

The Hp wizards have air supremacy, all can use magic, and have greater numbers. The best firebender in the entire movie is outdone by Dumbledore himself on just fire alone in terms of fire feats.
If shooting fire out of your hands against the fire nation general and his henchmen is enough to scare them off dear lord they will be running with their tails in between their legs this entire battle.
