North Korea has never not been at war with south Korea since the 50s. This is the odd diplomacy of dialogue between enemies. The north is looking to open dialogue with the US. Kim Jong un is apparently quite progressive but the generals around him aren't. This is his way of appeasing them while trying to engage America and the UN. Quite shrewd for what it's worth. Given that most media will paint it as the rantings of a crazy dictator.

Of course not. But it was more towards Rodman not learning anything more about NK than say you or me taking a tour, despite him sitting next to Jong-un during a basketball game and supposedly exchanging some words.
If the story is true, then they're retards for sending in a barely sentient man with alcoholism, they could have sent Michael Jordan, or just about anyone else who can function.
