WBH is no greater than the Hulks of the past and since he wont have the wishing well to amp him is nothing beyond what an underwater namor with a whole hour of prep can handle. Namor underwater afterall has defeated savage hulk in the past and that is without prep.

Hulk and even WBH is still a one trick pony while Namor has the advantage of manoevrability and speed in a favorable environment.

Even without prep and on land, Namor still stomps.
