implying power levels determine wether a character is good.
he is a geneticist and ran the plant in which apocalypse grew his next batches of alpha class mutants. he's a boogie man like character that AoA Illyana was terrified of.

I dont see SM beating Hulk, let alone a Savage Hulk.
