Not it's not, Starheart has been depicted pretty much consistently. Starbrand is more like in the same league as I would say enigma force which powers captain universe. Starbrand is no where near IG or the Ultimate Nullifier.

Starbrand is pretty powerful. Transish. It still can't tough Alan though.

ONE MILLIONTH of the power of the Classic Starbrand reconstructed Quasar's NULLIFIED, then KILLED, then DESTROYED soul/spirit and all this happened without Quasar even being aware he still had that fraction of it's power.
