Being omnipotent doesn't make you intelligent. Being omniscient does.

This is true.
There's also a difference between passive and active omniscience. The Warlogog is a map of space/time, and as such the user should be able to actively make himself aware of anything. This is different from passive omniscience (that a supreme being would have, for example), in which said character wouldn't need to do jack shit to know everything. Lucifer also gained active (semi)omniscience at one point in his series by breaching the Source Wall, from which he was able to see all of the multiverse at once.
