Fusion Characters vs Silver Surfer

What two characters, with powers fused together, can take Silver Surfer

-Random
-Tech is not involved
-Powers must be native (no Rogue w/Ms. Marvel etc Only Rogue's native ability to absorb power may be used)
-Characters act within character
-Meta or lower for fused characters

X-man and Cable. Am I doing it right?
