I don't know about how he's handled in the New 52 (he actually has powers now) but prior to that, Cold's tech took a dump on Freeze's big time. Even Freeze himself said he couldn't replicate the absolute zero tech Cold has, which is why he's as effective against Flash as he is. He's not just using ice, but actually freezing matter on a molecular level.
