Scientists in Returns calculated that Supes was traveling near or at lightspeed.
Returns Kal was basically doing what Smallville Kal was doing(i'm assuming the cities we're talking about are from the US/america) on a plenetary scale.
Anyways if Impulse's twice as fast as Smallville Kal and that is >lightspeed then yeah Routh Kal won't tag him.

On that I don't know of any meaningful way he can harm the team. Superman is superman and unless he can completely outclass him in speed and knows where he can find some K-Nite to pummel superman with he isn't doing much. The GL, I'm not sure what they have shown on how forcefully removing the ring might be hard but I doubt impulse is going to out will Hal Jordan. If he can take the ring then fine I'll give him that but kal will tag him and Hal will find his way back to his ring.

That version of superman is the same from the older movies so he has those feats working for him (including fighting some things near his own levels) then their is Move GL who was making little blackholes and pulling together constructs at a decent rate toward the end of the film.
GL incase the area in a green dome painting a big ol target on himself for impulse to lunge at while superman is on the watch high in the sky. Shields take the hit and superman rips it into overdrive and snatches him up perhaps during a good jab/poke to slow him down some more.
