Yes, he can force push but Khan is stronger than the random droids he does so against. We also see Obi use the force against a bounty hunter to acquire a gun not simply force push Jango into defeat. Yes, he is. Jango had Obi all over the place. Skill can best jedis and even top notch jedis despite the wanking.

Khan is more skilled than anyone in the Star Wars universe and his gun is superior. Hands down, khan win.
