context. it's not like doom can just go after Galactus like that and if G ever decided doom was to die, nothing doom could do would stop him.

It was a demonstration of his ability with prep.
Clearly LF Rulk was nothing more than a nuisance to Galactus, so there's no call for Doom to go collect artefacts to build a device to help him siphon Galactus' powers... All that's needed is to know Doom with even minute amounts of prep can do awesome things and, with 3 days of prep, should comfortably annihilate Rulk.
