Alright I am not talk like Darkseid or somebody even near that level somebody closer to Captain America level of villians. DC Villains only who would give him the most trouble but make it interesting nd why?

My bad this is suppose to be for Captain America already did a Batman version. Which DC villain would you consider a nightmare for Captain America excluding people clearly out of his league.

If this is Captain America and you need a DC villain ...

any pre-52 White Martian.

Defeat-able because of their weakness to fire aspect.

Nightmare fuel because they not only can read your thoughts, what you are thinking and planning, but can also root out your worst fears, AND, with their shape-shifting abilities, BECOME your worst fear, right before your eyes.

Not for nothing were they given horror-story trappings in the JLA "Terra Incognito" storyline ...

Bullseye back before he became paralized. Would be an absolute nightmare for any street levelers without powers. Not having radar sense against his projectiles = death in the family part 7(all of them).
