Kyle goes back in time, watching as Hal becomes Parallax. He's contemplating undoing the series of events that led to this event.
Hal Spectre asks Kyle if he's planning on changing the past. Kyle says he's thinking about it. Hal Spectre advises against it
Kyle: "You've only told me that I shouldn't do it. Shouldn't, not 'can't'".
Kyle: "You know I am more than able to do it. For me, for what I am now -- time is not set in stone. It's pliable. It's not a fabric that will unravel if I pull on a string. I can hold all the strings now, Hal. I can change what's happened without changing everything that will be.
Spectre: "How do you choose what you will rewrite? Do you spend all eternity undoing all the wrongs that have ever been?"
So Ion had the power to rewrite the past without changing the present or future. That's huge. In the rest of his time as Ion, Kyle displayed relative omnipresence throughout the universe, among a host of other powers. While he didn't use his power to destroy or create on a large scale, he had the same power that ZH Parallax did. Some have argued that he had more power, since Parallax didn't have the power of Kyle's ring, but IMO that's minimal enough to ignore.
