Not at the same quality, no. 360's graphic processing is years behind even mid-range GPus now, and I highly doubt Battlefield 4 plays and looks the same on 360 as it does for PC or even Xbox One.

A good enough specific example. Just to play one game, you sure have to go through a lot of shit in order to play it on PC whereas on console, it's easy. You don't need to keep upgrading graphic cards, download/discard specific files and all that. If I see it well enough on my consoles, it's playable and that should be good enough even if it looks like Super Mario 64 to you perfectionists.

Batman Arkham Origins on consoles was almost as bad. A buggy game is a buggy game.
The problem with bugs on the console, you can't fix them yourself. If something doesn't work, check Steam discussion board and usually there is a fix for it. Patches can be super quick because it doesn't need to go through certification. Older game that doesn't have its bugs fixed? Ohhh tooo bad. On PC? Oh yeah, there is a dude who created a custom fix for it and you can download for free.
If you want a specific example? Alien: Colonial Marines. Did the console version have a mod created for it to increase the graphics. NOPE! You got shit graphics and it stays that way.
Both consoles and PC have their pros and cons.

New Vegas is much the same.
Compare it to the PS3 versions of Skyrim and New Vegas, where the games get continuously more unplayable the more you play, as though the entire game engine is running in slow motion. New Vegas in particular is atrocious for this. Poor FinalAnswer simply can't play his NV file on PS3 anymore.
