He has to hit him with fire first Electro has stopped Spider-Man from using his abilities and turned Invisible Woman into a statue with a electrical storm. If Fin Fang Foom has electricity impulse Electro could effect his brain.

foom gets his fire ready and turns electro into one crispy villian. Not to mention he can always stomp on him. Hell Foom can survive in space. Do you really think he could beat a being that can survive in space?

Yup with his power set I do like I said he could stay in lines or in metal structures until he gets is chance to attack his brain or something. If he does lose it won't be easy imo.
